    Para 5 (iii) clarifies the position of KVS; unwarranted and undue apprehensions spread earlier by some so called Leaders has been put to rest.Wish pay fixation is done at the earliest for salary in revised scale to be drawn by the employees soon.

      I retired from KV Bengdubi on 31.07.2002
      After every pay commission order it is seen to implement the pay order takes to be more than one to two years. Are CG giving us viksha that after 19 months of 7th. Pay commission implement in RLY and defence, other CG govt employees have to wait unlimited periods, but why? You the members of AIKVTA should ask government that why such malpractice will go on and when we will get the CPC benefits ….after our death or before our death… Pl. Ask the finance and Prime Minister honestly. We have served kvs as per their rule, then why so much delay of implementing 7 CPC for retired persons who receives very small amount as pension in this hard days

    In 2014, 4,296 teaching posts were vacant across several KVs in India. In 2015, the number was 2019; the total number of vacant posts by 2017 is 10,285, the central government said in answer to a question in the Parliament on Thursday.

    Dear Sir, i bet very soon this number will become 20,000. Thanks to the policies of KVS officers who want have managed to have all benefits for themselves and deprive the teachers of even the justified demands like MACP. PRT grade pay of 4600/- and frequently changing transfer policies to suit themselves.

    The old guard teachers are just fed up and want to leave KVS at the earliest after implementation of 7th pay commission pay scales. As they can no longer wait for getting their home town or desired station.

    As regards the new teachers they have no attachment with kvs and always looking for better opportunities in other educational institutions with better working conditions. A;so the new lot of teachers are not sincere to their job and do not want to do any extra work.

    Just wait for one more year and then see where is kvs from now. Most principals are corrupt thanks to kvs HQ selection system

    Sir,
    I am hearing that there is one more circular regarding 7th CPC implementation wherein the DC finance has put on hold the implementation till KVS BRINGS AN ORDER TO THIS AFFECT then what is the meaning of this MEMO.

    KVS HQ people are just not serious about what they are saying and doing. A bunch of fools have been appointed to positions they do not deserve to be in by hook or crook.

    By this letter the pensioners of KVS can get the DR from 125% to 132% .But till now they are not getting the same.They are still getting 125% .

    OFFICE MEMORANDUM

    Subject :- Grant of Dearness Relief to Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension – Revised rate effective from 1.7.2016.

    The undersigned is directed to refer to this Department’s OMs 42/06/2016-P&PW(G) dated 11th April, 2016 and 42/15/2016-P&PW(G) dated 16.11.2016 wherein it was decided to issue separate Dearness Relief orders to the Central Government employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension and to say that the President is pleased to decide that the Dearness Relief (DR) shall be enhanced from the existing rate of 125% to 132% w.e.f. 1st July, 2016.

    2. These orders will be applicable to Central Government employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible for restoration of 1/3rd commuted portion of pension. These employees will be entitled to the payment of DR @ 132% w.e.f. 1.7.2016 on full pension i.e. the revised pension which the absorbed employee would have received had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfilment of the conditions laid down in para 5 of the O.M. dated 14.07.98 as amended from time to time. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated. 12.7.2000 refers.

    3. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

    4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

    5. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

    6. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

    7. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

    8. This issues in pursuance of instructions of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2008-E.I1(B) dated 09th Nov, 2016.

    Dear All,
    As per latest information 7CPC will not be extended to any autonomous body if they can’t contribute 30% of the additional amount.Finance ministry will only contribute 70% of the 7CPC burden.It seems that govt is in no mood to extend 7CPC to any of the Autonomous body .Big mistake done by voting in favour of BJP.

    I m not a govt. Employee nor kvs..but was a teacher in pvt schools nd colleges ..but was with bitter experiences in 15 yrs teaching that all teachers are really a shit for themselves. These govt. Will never think of u. Even govt had clearly mentioned that Autonomous body teachers r not their employees.wht the hell is this. I also think that Kvs r also in Kargil nd hard ares then how govt cud send teachers from other areas to these r deployed by govt.who they r to send teachers.Dear teachers have u ever thought why techers r alwys crushed by govts as well as pvt schools owners. It is b coz u ppl think urslf to be very important nd intelligent urslf nd do not think about ur colleagues. U ppl dont hav unity. Ur Unions r only a show. They never come into play for the benifits of teachers but union leadrs take benifits for themselves. If u really want ur rights make union.nd leave ur schools in mass resign or strike till u didnt get ur rights. Other wise no bdy will give u any thing.
    I left my Principal ship from a renowned pvt school with majority of my staff and school lost its charm. Now management is asking for joining us since past 2 yrs…but we all has started our own buisneses leaving teaching permanantly nd r enjoying life better than bfor with earnings. I really enjoy teaching but wht is the befit if u r not regarded with ur rights nd earnigs. MOSTLY TEACHERS R NOT qulified nd dedicated so they let the things go on as they are going nd remained sticken to their jobs because they do not have confidence in them thats why every one crush them. So if u want to rise in ur life wake up dear ones nx go nd fight with system as other departments do. Mera koi nizi fayda nhi hai itna tym barbaad krne ka lekin mai ye chahta hu ki teacher 24 hrs bond rehta ..mental pressure ur physical exertion ke baad bhi apne hqq ke liye kabhi khada nhi ho pata. Wo dwsh ka bhavishya kya determine kr payega. Results aap ke saamne hi hai. Or agr aap ye kaho ki 15 saal teaching ke baad maine apna job chhod diya to main bhagora ho gya ..to boss phor smaaj seva ka thekka nhi liya hai maine .. mera ghr parivaar hai aur mujh me talent hai to mai wo kr skta hu mai kyu kisi ke aage jhuku.

    This Government is not in a mood to extend VII CPC to KVS employees and their pensioners. The Government decision to generate 30% of revenue by the autonomous bodies and only 70% will be provided by the Government is not possible in KVS, as the KVs are run for the benefits of the childrens of the Defence Forces and Central Govt. Employees. When the schools were started for the welfare and benefit of the Defence employees, how the Government is expecting to generate 30% of the revenue from KVs. The Government is therefore review its decision and extend the benefits of VII CPC to the employees and pensioners of KVS without any further delay

  • When KVS is funded wholly by GOI .. how and why this 30% clause will apply to KVS.Any Association of KVS has brought this to the notice of HRD thro KVS.Ofcourse they knows.We poor pensioners to dream.

    I am a retired KVS employees. From I to VI Pay commission, when the pay of the employees of the central government employees enhanced, the same was implemented in Central Autonomous Bodies immediately within one or two months. The Govt. of India first issued an order that the employees of the central autonomous bodies are not the employees of central govt. and the orders of the central government do no apply to them directly. Then, the Govt. issued an order that Govt. will meet only 70% of the VII CPC and 30% of VII CPC to be generated by the autonomous bodies. Subsequent to that, the Govt. issued orders that the implementation of VII CPC to the employees and pensioners are concerned with the concerned Administrative Ministry and the Govt. has nothing to do, as orders have already been issued for implementation in central autonomous bodies. The Government is not thinking how the autonomous bodies which are functioning for the benefit and welfare of the general public will generate revenue. Hence, the decision of the Govt. to implement VII CPC in central autonomous bodies which generate revenue 30% is not fair. The Govt. should change its decision and implement the VII CPC to the employees and pensioners of the central autonomous bodies without further delay. The Govt. decision to review the performance of the central autonomous should be done separately without linking the same with the implementation of VII CPC. I hope the present Govt. may realize the sufferings of the employees and pensioners of the central autonomous bodies and take a quick decision in the matter

      As discussed by me with some very senior Officers of KVS, we will get it but may be delayed; even beyond 7th CPC implementation for in-service employees..reason being KVS failed to prepare & submit file on financial liabilities on Govt., on this head in time.. separately besides the details of requirement for serving employees. But we will get.

    There is no clarity about the pensioners, it only talks about employees. Please clarify about pensioners also, what is the real status. Dear A S Mazumdar, can you try to find some clarity on this about pensioners. When disbursal will start for them, they also had given their good days for the benefit of govt employees and its children, so they should also be covered in this new order

      The matter is being pursued by the KVS seriously & vigorously; recently JS MHRD has written to MOF to make finances available for implementation. Pensioners will get the dues but it is a matter of time.

    Dear Mujumdharjee Namaste. I am a retired teacher of KVS,retired on 1/12/2016.Please clarify whether we retirees or eligible for 7cpc benefits or not. If yes please tell us why Union govt is delaying in doing so and are associations taking it seriously and to try to solve at the earliest kinky reply him
