    KVS Teachers Association should also send such type of strong demand to the VII Pay commission. That is only the right platform of raising the demand of MACP, increased timings as RTE is implemented after the recommendation of VI cpc wages are revised according to previous timings. MACP or any other type of scheme should be implemented w.e.f 01/09/2008 at par the central govt. employees.

    E.L SHOULD BE RESTORED ALONG WITH HPL.

    LAP TOP AND OTHER ACCESSORIES SUCH AS INTERNET CONNECTION BY TIEING UP WITH ANY SERVICE PROVIDING CO. SHOULD BE PROVIDED TO ALL TEACHERS ON KVS COST AS PROVIDED TO THE PRINCIPAL FOR THE PROFESSIONAL GROWTH AND EFFECTIVE TEACHING WHICH IS THE MEASURE ISSUE AT THE TIME OF INSPECTION OF KVS OFFICER.

    Sir,
    All the lapses in 6th pay commission need redressal in the proposed 7th Pay commissiion.1. MACP benefits was not given to KVS teaching employees but Admin staff of KVS and Officer were benefited by the VI pay commission..This should not happened in the 7th Pay commission.
    2. compulsory promotion avenue to create as per seniority basis at least by 30% the rest may be by DEPT EXAM .
    3. Demand to increase salary according to work performance (including extend working hour )
    4 Introduce Teaching allowance as per 5th pay commission.
    5.Restoration of 12 days CL to restore as per 5th pay commission like State Govt.
    6.Restoration of Medical leave for Teachers as it was in 5th Pay commission.
    7. Special leave to sanction for sick person to save their life under medical treatment to teachers like dialysis /cardiac /Chemotherapy suffering.
    8.Paternity leave shall be increased from 15 days to 30 days to eligible gents Teachers.
    9.Child care leave should be extended to Male employees as in the social family set up Gent has predominant role in the house and Indian families and Mandatory to the widowers.
    10. Medical facilities /insurance to make compulsory to govt. servant s even their retirements.
    11.LTC benefits shall be allowed to all the employees as like new employees with out any disparities.
    12. All group B Officers shall be allowed to enjoy the facilities of next cadre (A Group) employees uniformly.
    13.Bring back our lost Earned Leave as it was it 5th Pay commission.
    14.Total exemption of Traveling Allowance for the Income Tax calculation.
    15. All the Teachers who ever complete 24 years of service shall be sanctioned Selection Grade with out capping the criteria such qualification or In -service courses.
    16. Regular Teachers shall be appointed as per RTE act guidelines as the Temporarily outsourcing dilute the quality of Teaching.
    17. Pay commission shall be constituted in every five years as like Public sectors.
    18.AIKVTA Office bearers shall be invited in the pay panel committee meeting before finalising the pay fixation in order to avoid pay anomalies.
    19. CPF to GPF conversion shall be allowed to the Staff members right from 1986.

    9. Special train/ Air quota for officials moving on short notice.
    10. Best teachers award: National-5 lacs, State 3 lacs.
    11.Nill Tax upto Rs.10 lacs for teachers. If spouses are working max limit Rs. 10 lacs.
    11.Min 10 special leaves for attending seminars, cultural activities,social services etc.

    OPTION TO CONVERT CPF TO GPF TO ALL.
    AS NO SUCH OPTION WAS GIVEN BY 6TH CPC AND 5TH CPC AND IT WAS A SUDDEN AND UNEXPECTED.

    According to 4cpc Professor D.P.Chatupadhyay 1986 pay scales and CAS for teachers till today. CAS is pertinent up to Head Master of secondary school from PGT. All PGT will get one CAS after 12 years service. After this only 20% will get second CAS after 12 years service who are senior in a zone, remaining 80% PGT will be fatalities in that zone. In the railways number of senior secondary schools are very few or only one in some zones. If someone becomes a principal at an early age he will be retired in the same scale without any financial up gradation, up to his/her retirement no one can become principal and others remain Head Masters or PGTs and get only one CAS. Principals of railway schools are neither in organised group nor in miscellaneous category for ACP/MACP. MACP, CAS or ACP is not pertinent for all principals of railways, KVS and NVS. Due to the above reasons MACP/ACP also given to all principals and Head Masters.

Before the 6cpc all teaching staff got 10 PLs in a year, after 6cpc, due to wrong interpretation DOPT issued a letter for that all teaching staff should get HPL instead of PL “Chapter4.5 page no 270 6cpc recommended Teachers, Principals and Head Masters working in schools and from 28/7/1984, Librarians, Laboratory Assistants and Watermen working in schools have not been allowed the facility of half pay leave. This facility needs to be restored for these categories as the present rules place them in difficulties in times of sickness, etc. These categories should be made eligible for half pay leave on par with other Central Government employees.” All teaching staff requires PL along with HPL.

    According to 6cpc Chapter no. 3.8 report no 3.8.22 page no. 218, pay scale of principals who are working in senior secondary schools are in PB-3 Pay Band 15600-39100 Grade Pay 7600 but different unions of railways and other associations have presented wrong picture in front of worthy pay commission in their memorandum “PB-3 Pay Band 15600-39100 Grade Pay 5400(SG) which were very embarrassing for the principals of senior secondary schools and Head Masters of secondary schools pay scale also.(In Railways) Principals are the victims though doing the pious job of imparting education. No DPCs have been conducted for the last 32 years thus ruining their career and they are the most neglected lot of Group B officers.

    Special allowance (Rs 150) has been recommended by 4cpc for all principals and Head Masters. But it hasn’t been doubled so far by any cpc, even 5cpc proposed to double it and 6cpc has also been recommended that all the allowances should be doubled (The Gazette of India: Extraordinary 1/1/2008-IC dated 29/8/2008 miscellaneous allowances on page no. 54 Serial No.8) This hasn’t been implemented by the government and railway has not taken any decision on it till date. In other categories special allowance doubled e.g. Nurses etc or more than principals special allowance (Rs 150) according to 4cpc. This list is illustrative and not exhaustive.

    I agree with the above demands and please see that LAPs must be sanctioned because we the teachers, what we are getting at the time of retirement, if do not have sufficient LAPs for leave encashment on par with other central government employees and we are getting MACPs after completing the 12 years of service. So this should be reduced to 10 years so that a teacher will get 03 MACPs in his service.
